Welcome to the website of John S. Biggs, Attorney at Law

I am semi-retired with a strong emphasis on ‘retired.’  I work from my home in Lakebay, Washington. My practice is limited to representation of public school districts in the State of Washington. I am licensed to practice law in the State of Washington. I am not licensed to practice in any other state. I am an Adjunct Professor of Public School Law at City University- Seattle. I teach public school law and special education law at the Bellevue and Fife campuses. As the website describes, I have self-published current manuals on public school law. These manuals are a product of my law practice and are available through this website.

As a general statement, I do not seek new clients. I have no interest in developing a fulltime law practice. I maintain a self-limited practice with a special interest in the needs of small public school districts in the State of Washington. I am available to small school district administrators on a case-by-case basis when the work can be substantially done by e-mail. I am also available to small school administrators for in-service training of staff on various topics and as a hearing officer dealing with exceptional student misconduct. My primary purpose in establishing this website is to reflect on what I have learned from spending the last 38 years dealing with Washington public school administrators and to, hopefully, make a difference.

1 I suggest this book be used as an in-service training instructional tool. In particular, I suggest that it be used as a hands-on resource (handout) during training on what are acceptable and unacceptable interpersonal relationships between staff and students, e.g. the boundary invasion - sexual grooming - sexual exploitation continuum. Note: This publication includes a Chapter on “Investigative Techniques and Considerations.” In retrospect, I believe the topic is not adequately addressed in the some 35 pages given to that topic. Soon, I expect to offer The Public School Administrator’s Guide to Investigation of Serious Employee Misconduct as a replacement.
